Romania boosts defence industry with €2.5b from EU SAFE payment

Romania has received its first EUR 2.5 billion (USD 2.91 billion) payment under the European Union’s (EU) Security Action for Europe (SAFE) facility, marking the first tranche of its EUR 16.7 billion (USD 19.46 billion) allocation. The EU SAFE defence funding is aimed at strengthening Romania’s defence capabilities and industrial base, with further payments linked to the completion of agreed milestones and implementation targets.

The initial tranche represents 15 per cent of Romania’s total SAFE allocation, according to the European Commission. The funding is being channelled towards defence investments and forms part of the broader EUR 150 billion (USD 174.76 billion) SAFE instrument designed to support rapid investment in Europe’s defence industry and technology.

“This funding will strengthen Romania’s defence capabilities and industrial base, while contributing to Europe's overall security,” said Andrius Kubilius, EU Commissioner for Defence and Space.

SAFE funding accelerates Romania’s defence procurement

Romania has already begun using the SAFE framework to advance major defence procurement programmes.

In the latest developments, the country’s defence ministry signed two agreements with France’s Directorate General for Armaments worth more than EUR 1 billion (USD 1.17 billion), covering the purchase of helicopters and radars.

In case of air-defence vehicles, viz., military aircraft and related platforms. The main structural grades of aluminium are high-strength wrought aluminium alloys such as 2024, 7075, 7050, 2219 and Al–Li alloys, such as 2099, 2195 etc.

They typically contain about 87–95 per cent of aluminium by weight, the remainder being alloying elements like copper, zinc, magnesium and lithium to achieve the required strength and toughness.

The Interior Ministry also signed a EUR 280.9 million (USD 327.26 million) contract with Airbus Helicopters for 12 helicopters under the SAFE programme.

Earlier, Romania’s defence ministry signed four military procurement contracts worth almost EUR 6 billion (USD 6.99 billion) with companies belonging to German defence manufacturer Rheinmetall. The agreements cover infantry combat vehicles, maritime patrol and intervention vessels, air-defence systems and ammunition.

As regards naval defence vessels, ships, patrol boats and superstructures, the key grades of aluminium are marine-grade aluminium alloys such as 5083, 5086, 5754 and 6061.

They generally have about 93–98 per cent of aluminium by weight. Magnesium and manganese are added for corrosion resistance and moderate strength in seawater environments.

These deals form part of a broader package of 21 military procurement projects valued at more than EUR 9.5 billion (USD 11.07 billion), unveiled in January.

EUR 16.7 billion allocation to support defence investment

Romania signed its SAFE agreement with the European Commission in May, securing EUR 16.68 billion (USD 19.43 billion) in loans. This represents the second-largest allocation under the facility after Poland and is primarily intended to support defence investments.

The SAFE instrument has a total value of EUR 150 billion (USD 174.76 billion) and provides loans to EU member states to enable rapid and significant investment in the defence industry and technology.

The facility is financed through EU borrowing on financial markets. It forms part of the broader ReArm Europe/Readiness 2030 plan, which aims to unlock more than EUR 800 billion (USD 932.04 billion) in defence investment across the bloc.

Further SAFE payments to Romania will follow as the agreed milestones are achieved and implementation progresses.
