European Commission examines Ireland's Aughinish Alumina refinery over Russia-linked export flows

The European Commission is reviewing the role of Ireland's Aughinish Alumina refinery in alumina supply chains serving third countries, including Russia, following the completion of an investigation by the Irish government.

European Commission spokesperson Siobhán McGarry said the Commission had received the findings of the Irish investigation, which concluded that there was no evidence to support allegations that alumina produced at the refinery had been used in Russian weapons manufacturing. The outcome means there is currently no basis for sanctions or other restrictive measures linked to the plant.

McGarry said, "The Commission is examining the report and analysing the role played by Aughinish itself vis-à-vis its export flows to Russia and to any third countries."

Despite the findings, the Commission will assess Aughinish Alumina's export flows to Russia and other third countries before deciding on any further action. McGarry noted that alumina exports are not covered by existing EU sanctions, reflecting the need to balance pressure on Russia with the economic interests of EU member states.

Alumina is the intermediate raw material used to produce primary aluminium and remains strategically important to Europe's aluminium supply chain. Any disruption to alumina availability could affect aluminium production across the region, making the material critical to industries ranging from transportation and construction to defence and packaging.

McGarry also reiterated that any direct or indirect cooperation with Russia's defence industry is prohibited under EU sanctions, while responsibility for monitoring compliance rests with individual member states. She did not comment on whether the Commission would separately examine reports that Russia's alumina imports increased by 25 per cent since the start of the Russia-Ukraine conflict.

The review follows media reports alleging that Aughinish Alumina, part of the Russian-owned Rusal Group, forms part of an international aluminium supply chain that ultimately supplies Russian weapons manufacturers. Irish Prime Minister Micheál Martin said alumina is strategically important to Europe and confirmed that Ireland would work closely with the European Commission to ensure the material does not reach Russia.
