
The trade data from the last years shows that despite U.S. tariffs on aluminium import and AD and CVD on foils and alloyed sheets, China’s exports of aluminium products grew throughout the year, with outbound flows on track to set a new record this year. U.S. trade measures have not been able to solve what the rest of the world regards as the core problem facing the aluminium sector.
China’s exports of aluminium in all forms grew by 21 per cent to 5.8 million tonnes from January to December 2018. This is the preliminary figure released by China’s customs department on the export of primary metal, aluminium alloy and semi-finished products. Out of that about 5.2 million tonnes were aluminium semi-finished products.

When we look at the latest data under an eight-digit HS code from China Customs, we see that China’s exports of aluminium sheets/plates and strips stood at 418,600 tonnes in January-February, up 9.6% from the same period last year. January export stood at 245,900 tonnes while February export dropped about 30% month on month to 172,700 tonnes. Year on year, February total is down 2.2% from the volume exported in February 2018. The February figure is the lowest since February 2017.
At this rate China’s export of aluminium sheets, plates and strips is expected to stand unchanged at about 2 million tonnes in 2019.
A number of factors will determine China’s export of aluminium sheets/plates and strips in 2019 including anti-dumping investigations, trade wars and export tax benefits by the Chinese government. While China’s semi-finished exports to the U.S. have lessened due to tariffs, the surplus metal, minimally transformed to exploit China’s export tax differentials, has been showing up in other Asian countries. Indian, South Korean and Vietnamese aluminium producers recently expressed their concern over the increasing aluminium products imports from China.
