Arconic’s massive aluminum rolling mill in Iowa will retain a property tax valuation of about $50.1 million after the Iowa Court of Appeals rejected the company’s challenge to the assessment.

In a ruling filed October 7, 2026, a unanimous three-judge panel affirmed the lower court’s determination that the industrial complex in Scott County had an actual value of $50,102,085 as of January 1, 2023. The decision leaves the Riverdale portion valued at $47.62 million and the smaller Bettendorf parcel at approximately $2.48 million.

The case centered on how one of the largest industrial facilities in the country should be valued for property tax purposes.

A sprawling aluminum complex with two tax parcels

Arconic’s Iowa aluminum rolling mill stretches roughly a mile from end to end across the Quad Cities region and straddles the boundary between Riverdale and Bettendorf.

The facility covers 427.92 acres and contains approximately 5.79 million square feet of gross building area. Its three primary buildings date back to 1948, with expansions continuing through the decades and the most recent major addition completed in 2014.

Although the facility is treated as two parcels for assessment purposes, the appraisers involved in the case agreed that it functions as a single economic unit.

The larger Riverdale parcel covers 409 acres and contains most of the manufacturing complex, along with parking areas, storage tanks, yards, rail spurs and water towers. The Bettendorf parcel covers 18.9 acres and includes part of the northern section of the plant.

The facility operates around the clock and contains roughly 400 craneways. An Arconic representative testified that the complex employs about 2,500 people. Its location alongside the Mississippi River does not, however, include barge dock infrastructure, limiting some of its industrial utility.

Why Arconic challenged the valuation

For years before the 2023 assessment, the property had been effectively held at a valuation of $42.51 million, based on a comparable property in Ohio.

The Scott County Assessor subsequently increased the combined 2023 valuation to $52.889 million.

That represented a significant increase, although the rise differed sharply between the two parcels. The Riverdale parcel's combined valuation increased 17.8%, while the Bettendorf parcel saw its land valuation jump 141% and its improvement valuation rise 151%.

Arconic challenged the assessment, arguing that the valuation was excessive and that the lower court had incorrectly interpreted expert appraisal evidence.

The Iowa Court of Appeals ultimately rejected those arguments. Writing for the unanimous panel, Judge John M. Sandy said that “none warrant reversal.”

Four appraisals, four very different numbers

The valuation dispute was complicated by the wide gap between the expert assessments presented during the case.

Four appraisers produced reconciled valuations ranging from $35 million to $103.15 million.

Helland's sales-comparison analysis placed the property in a national rather than regional market. He examined six large industrial property transactions, including former steel, automotive and aircraft-related facilities, and arrived at a sales-comparison value of $40.6 million.

Jenkins' sales-comparison conclusion was $34.76 million, while his reconciled value was $35 million.

Kirchner's analysis produced a substantially higher figure. However, the court noted problems with his comparable transactions, including uncertainty over whether several properties had been sold on a fee-simple or leased-fee basis. His sales also were not adjusted for market conditions or timing, despite transactions occurring between January 2018 and January 2023. One comparable involved a bankruptcy sale.

Fisher's $103.15 million valuation was ultimately treated as an outlier and was rejected.

Court favors sales comparison but keeps $50.1 million value

The district court gave little weight to the income approach and reduced the weight assigned to the cost approach because of the significant depreciation and obsolescence affecting the facility.

It also found Helland's comparable sales to be stronger than those used by the other appraisers but concluded that he had discounted the resulting value too heavily.

The appeals court agreed that the district court was not required to average the competing appraisals. Instead, it could determine which evidence was most reliable.

The appellate court gave particular weight to the sales-comparison evidence and to testimony explaining the property's valuation history. It noted that relevant market values had increased by approximately 11% to 20% after the pandemic, while Arconic's property had remained at a relatively stagnant valuation for several years.

The court ultimately determined the property's actual value at $50,102,085.

Bettendorf assessment cut sharply

The ruling also addressed the unusually large increase assigned to the Bettendorf parcel.

While the Riverdale parcel's land and improvement valuations increased by 14% and 18.5%, respectively, the Bettendorf parcel had recorded increases of 141% and 151%.

The court found no compelling reason to treat the two portions of the same industrial complex differently.

As a result, the Bettendorf parcel's valuation was reduced from $5.2647 million to $2.48 million. The Riverdale parcel remained at $47.6245 million, producing the final combined valuation of $50.102085 million.
