Oman and the Netherlands launch a strategic partnership to boost renewable energy development

Five Elements Environmental Services, an Oman-based consultancy firm, has announced a strategic collaboration with the Netherlands’ Pondera Consult to support investors in renewable energy and green hydrogen projects in Oman.

This collaboration will offer advanced technical, engineering, environmental, social, and climate risk assessments. These are crucial at the feasibility study, bidding, and post-bid stages, as they will ensure projects are suitable within the context of Oman’s clean energy aspirations and its Net Zero 2050 aim.

Diplomatic ties powering clean energy goals

The move follows the state visit of His Majesty Sultan Haitham bin Tarik, Sultan and Prime Minister of Oman, to the Netherlands earlier this year. The visit sparked a new chapter in bilateral collaboration regarding sustainable energy and infrastructure.

Pondera Consult, part of the global engineering group Royal HaskoningDHV, brings international expertise in wind and solar technologies and growing capabilities in hydrogen and storage solutions. Its work includes wind resource assessments, farm layout optimisation, and solutions for efficiency challenges such as wake effects and grid integration.

Muscat-based Five Elements adds deep knowledge of Oman’s social and environmental conditions. Its assessments address biodiversity sensitivity, traditional land uses, and community issues while complying with IFC Performance Standards PS1, PS5, and PS6, making projects more bankable for international investors.

Local expertise meets global know-how

“This collaboration is about combining in-depth knowledge of Oman with international technical expertise,” said Kris Vallancey, Director of Five Elements. “As Oman advances its green hydrogen and renewable energy agenda, it is important that environmental and social safeguards are not only complied with but also leveraged to enhance project bankability and long-term success in line with international standards.”

Eric Arends of Pondera added, “Our team is excited to contribute technical intelligence to developers participating in Oman’s renewable energy initiatives led by Hydrom, Nama PWP, OQAE and others. We believe our global experience in complex wind and solar landscapes can bring real value to Oman’s renewable future.”

The partnership arrives at a pivotal time. Oman’s third Hydrom green hydrogen auction and utility-scale solar and wind procurements by Nama PWP are opening new investment opportunities. Developers are increasingly seeking reliable guidance on challenges such as reduced energy yield from wind farm wake effects or cumulative impacts on sensitive communities and ecosystems.

The Oman–Netherlands collaboration signals a broader trend of cross-border alliances shaping the global clean energy transition, fostering knowledge exchange and mobilising capital. It also enables innovative solutions to accelerate decarbonisation worldwide.
