

Russia proposed cooperation with West Kalimantan Province, Indonesia, on nuclear power development, aluminium processing and education during a visit by Ambassador Sergey Tolchenov to the Indonesian province in early March 2026.

The discussions explored potential investment in a nuclear power plant and an aluminium processing facility supported by West Kalimantan’s bauxite reserves.
“Our purpose in visiting West Kalimantan is to introduce the nuclear power plant construction technology we possess while exploring potential cooperation,” Tolchenov said.
Governor Ria Norsan said the provincial government has already identified a site for the project.

“For the nuclear power plant development, we have prepared a location on Semesak Island in Bengkayang District. We are indeed looking for investors. If Russia is willing to become an investor, we would certainly welcome it,” the governor said.
The Russian delegation consisted of investors from the bauxite mining, aluminium processing and nuclear energy sectors. They expressed readiness to develop an aluminium processing plant in the province, citing West Kalimantan’s bauxite reserves.
Anna Belokoneva, representing Russia’s nuclear industry, also visited the province and presented reactor technologies ranging from 100 to 1,200 megawatts per unit. She said the reactors are designed with built-in safety guarantees.
Tolchenov also highlighted education cooperation, noting that the Russian government provides hundreds of scholarships each year to Indonesian students in technological and socio-cultural fields.
