Impact Minerals Limited (ASX: IPT) appointed its new Executive Director, Scott Phegan, on December 12. A chemical engineer with over 30 years of experience in alumina, bauxite, and speciality materials, and global expertise in technical work, operations and project development, he is expected to contribute to the HiPurA® HPA processing technology and succeed in high-purity alumina extraction.

Having spent a large part of his career at Alcoa, he fulfilled roles of senior leadership and operations across Australia, Brazil and the US. These included multibillion-dollar technology upgrades, refinery expansions and operational turnarounds. Consequently, he possesses a vast array of knowledge and expertise in designing, commissioning and optimising an intricate chemical processing facility.
He has developed hydrometallurgical processes for extracting high-purity alumina (HPA) and rare earth since 2019. He has consulted in the sector and sits on the board of Canyon Resources, which is currently working on the development of one of the largest globally underdeveloped deposits of bauxite in Cameroon.
Moreover, along with the business’ Managing Director, Dr Mike Jones, Phegan has been serving on the board of Alluminous Pty Ltd. They are representing Impact’s 50 per cent interest, advancing the HiPurA® HPA technology and its pilot plant. His seminal role in both the downstream HiPurA integration strategy and Lake Hope PFS has rendered him the most suitable candidate to offer his guidance for a smooth transition of Impact from a developer to producer.
Acknowledging his previous contributions to the sector, Dr Jones remarked, “Scott has been crucial to our HPA strategy for some time, using his extensive operational experience to help design the commercial flowsheet for the Lake Hope Pre-Feasibility.”
Looking forward to his Impact input, he said, “As we now enter the next phase of growth, with pilot-scale production, the integration of the HiPurA® technology and preparation for a Definitive Feasibility Study…His leadership, technical insight and global industry network will be instrumental in driving Impact towards becoming a fully integrated, high-purity alumina producer”.
Mr Phegan, too, expressed his eagerness to contribute to Impact, stating, “The team has built real momentum, and I’m looking forward to helping deliver the next stages of development, strengthen our operational capability, and progress Impact toward becoming a meaningful global producer of high-purity alumina.”
