Anrak bracing up to commission refinery on Vedanta model
Faced with problems more or less like Vedanta Aluminium Limited, which is operating its one million tonne refinery at Lanjigarh in Odisha’s Kalahandi district due to opposition to undertake mining in Niyamgiri Hills by Orissa Mining Corporation, AAL is contemplating procuring bauxite ore from Gujarat and other States.
AAL – floated by Ras-Al-Khaimah and Penna Cements — signed MoU with APMDC in 2007 for getting the mineral by digging bauxite ore in Jerrala and Sapparla in Maoist-hit GK Veedhi mandal of the district. After holding public hearing at Chintapalle by creating a curfew-like situation in 2008, all the clearances accorded to the mining proposal have been kept under abeyance since August 2010.
The Ministry of Environment and Forests issued orders suspending all clearances pending detailed evaluation of concerns expressed over damage to livelihood of the tribals and the environment. Union Minister for Tribal Affairs V. Kishore Deo has been protesting vociferously against mining bauxite in Scheduled Areas.
Reiterating the demand for scrapping MoU signed with Anrak and Jindal, MLC M.V.S. Sarma said the Governor was vested with sweeping powers under the Constitution to cancel the agreements in Schedule V areas. He also disputed the government contention that there was no need to hold gram sabhas on the ground that it would not involve displacement and it PESA rules were applicable only to minor produce.
