Coal India’s subsidiary, South Eastern Coalfields Ltd (SECL) has recognised seven mine dumps in its operational areas of Chhattisgarh and Madhya Pradesh for potential rare earth elements (REEs) extraction.This initiative aligns with the government’s effort  to utilise coal mine waste and reduce import dependence on critical minerals.

According to SECL Chairman and Managing Director Harish Duhan, the exploration tendering process has already started and during the next year, the dumps will be scientifically evaluated to identify potential locations. During this exploration, sophisticated geophysical and geochemical methods will be used. 

Duhan added, "Under the guidance from the ministry of coal, we have identified seven mine dumps for rare earth elements extraction. We have started the tendering process and within a year or so we will identify which area, which mine dumps, overburden carry rare earth elements.”

To assess the presence and economic viability of REEs, he noted, the company would carry out scientific investigations concentrating on overburdened materials that are often abandoned during coal mining.

Due to China's dominance in the global supply chain, rare earth elements, which are essential for high-tech sectors like electronics, renewable energy, and defence, have become a strategic priority for India. Duhan expressed optimism for finalising the promising dumps soon, enabling pilot projects and potential commercial extraction.

This move also supports India’s self-reliance in critical minerals, transforming mine waste into a resource opportunity. By focusing on legacy dumps, SECL also minimises new environmental impacts while diversifying coal. Within a year, feasible sites might pave the path for long-term REE production, boosting national security and green technology objectives.
