EU PPWR brings aluminium coffee capsules under packaging rules from August 2026

The European Union’s Packaging and Packaging Waste Regulation (PPWR) has entered into application, bringing an important regulatory change for coffee capsule recycling across Europe. Under the new rules, coffee capsules are now classified as packaging.

Until now, coffee capsules were treated as products rather than packaging. As a result, they were not required to be included in packaging collection, recycling or Extended Producer Responsibility (EPR) systems across EU Member States.

Even in the absence of such an obligation, several coffee capsule producers have worked with Producer Responsibility Organisations (PROs), municipalities and waste-management operators to establish voluntary collection and recycling programmes in different European markets.

From August 12, 2026, single-serve coffee and beverage units that are disposed of together with their contents fall within the definition of packaging under the PPWR. This means they will now need to be covered by national packaging-waste management systems.

Focus turns to household collection and sorting

re-alu has called on Member States, PROs and municipalities to ensure that aluminium coffee capsules can be collected through household packaging systems. The organisation has also stressed the importance of clear sorting instructions for consumers, effective recovery at sorting facilities and proper routing of the collected aluminium to suitable recycling plants.

Collection and sorting remain central to improving recycling rates for used aluminium capsules. While aluminium coffee capsules can already be recycled and are being processed in several European countries, their small size can make recovery more challenging if sorting systems are not adequately equipped.

EPR fees to support collection and recycling

Companies placing coffee capsules on the European market will now contribute towards their end-of-life management through EPR fees.

According to re-alu, these fees should be transparent and sufficient to cover the cost of collection, sorting and recycling. Funding will also be required for investments in equipment and infrastructure capable of recovering small-format aluminium packaging from household waste streams.

Aluminium offers a strong recycling advantage because it can be recycled repeatedly while retaining its material properties. Recycling facilities for aluminium coffee capsules are already available in parts of Europe, making effective collection and separation the key remaining challenge.

Michel Steinecke, Manager Recycling Projects at re-alu, pointed to existing European markets where aluminium coffee capsules are already being successfully collected and recycled through household packaging systems.

He noted that countries which are still developing their collection systems can learn from these existing models. According to Steinecke, appropriately structured EPR fees will be important in funding the infrastructure needed to expand capsule recycling across Europe.

re-alu also expects proper and timely implementation of the PPWR to help improve recycling rates not only for aluminium coffee capsules but also for other small aluminium packaging formats.

The organisation and its value-chain members have expressed their readiness to support Member States, municipalities, PROs and waste-management organisations with technical knowledge and recycling expertise as the new requirements are implemented.
