Canada plans to prolong steel and aluminium tariffs as CUSMA renewal talks advance

The Canadian government announced plans on Wednesday to extend key steel and aluminium tariff measures for another year as it seeks to protect domestic producers from global trade distortions and import diversion.

Subject to final approval, Canada's steel tariff-rate quotas for countries outside the Canada-United States-Mexico Agreement (CUSMA) will remain in place until June 27, 2027. The government will also extend tariff relief measures for eligible US steel and aluminium products until June 30, 2027.

Under the framework, imports that exceed quota limits will continue to face a 50 per cent tariff. However, Canada will maintain exemptions for its CUSMA partners, the United States and Mexico, from these quota restrictions.

François-Philippe Champagne, Canada's Minister of Finance and National Revenue, said the extension is intended to provide certainty for businesses while protecting jobs and domestic industries from the impact of global excess production capacity. In his words, "Supporting Canada’s steel and aluminium industry means strengthening our regional economies and the future of shared prosperity." 

The announcement comes as Canada has formally notified the United States and Mexico of its intention to renew the CUSMA trade agreement ahead of its scheduled review on July 1.

Canada's Minister of International Trade, Dominic LeBlanc, travelled to Washington this week for talks with US Trade Representative Jamieson Greer. Canada's Chief Negotiator, Janice Charette, also participated in the discussions.

The meeting marks a resumption of high-level trade discussions between Canada and the United States after bilateral trade talks were halted in October.

Mexico has also expressed support for a timely renewal of the CUSMA agreement following two days of bilateral discussions with US officials last week.
