Russian aluminium producer Rusal has reached an agreement with Ghana's state-owned Ghana Integrated Aluminum Development Corporation (GIADEC) to jointly develop bauxite mining and alumina refining projects, marking a significant step towards expanding the country's domestic aluminium value chain. Under the agreement, the projects will be implemented through two joint ventures in which Rusal will hold majority stakes. Recently, implementation plan of Guangxi Baise ecological aluminium base has been approved by National Development and Reform Commission. The approval marks a building boom through this Baise Aluminium project. Baise has a bauxite reserve of more than 1billion tons, which takes up 50% of China’s total reserve. Minerals worth Rs. 226.04 crores were illegally mined in various States across the country during the previous fiscal, according to findings of the Indian Bureau of Mines (IBM), which monitors and prevents such unlawful activities. In 2010-11 fiscal year, 14,204 cases of illegal mining over an extent of 43.584 lakh tonnes valued at Rs. 71.52 crores (in case of major minerals) was detected. In 775 cases, FIRs were lodged with authorities and legal proceedings have been launched in 514 cases. Enforcement Directorate officials on Monday took possession of important files relating to the mining leases granted to companies from the state Secretariat. While taking over 22 such important files, the ED team led by deputy director N Sridhar met chief secretary S V Prasad and informed him that they are all set to file a case under the Prevention of Money Laundering Act (PMLA). Among the files that were taken by the ED were those relating to the exemption of seigniorage fee (a form of tax) given to bauxite lease over an extent of 85 hectares in Jerella Block-1, Visakhapatnam, in favour of AP Minerals Development Corporation.
A couple of years after it laid off 14,000 workers around the world, global mining giant Rio Tinto has launched a mini hiring spree in Canada, mainly due to its modernization projects. The Anglo-Australian company is actively searching to hire more than 210 workers for mining and manufacturing in alumina, aluminum, iron ore, diamonds and titanium dioxide. "We launched the campaign to help our ongoing recruitment efforts for our modernization and expansion projects," Rio Tinto spokesman Bryan Tucker said in an email. Rio Tinto employs more than 13,000 people at 35 sites in Canada. Authorities of the Central Highlands province of Lam Dong Thursday are considering fining leaders of a government bauxite mining project that has leaked toxic chemicals into a local lake. Inspectors of the provincial Department of Natural Resources and Environment had found that chemical substances leaked from a plant belonging to the Lam Dong Bauxite-Alumina Complex in Bao Lam District. Rains washed the substances into the Tan Rai Alumina Plant’s drainage facility before running into a large fish pond owned by some local residents. Tests showed the lake’s water had excessive pH content, the inspectors said. Opposition politicians in Guyana threatened to kick out two bauxite mining companies from Russia and China if they flout labor laws. Alliance For Change, the country's second largest opposition party, on Sunday told residents of the eastern bauxite mining town of Linden that Russia's UC Rusal and China's Bosai Minerals would have to abide by the laws or face tough reprisals. This was said on Saturday in Luanda by the chairperson of the investment and mining society “Bauxite Angola”, Bernardo Campos, under the workshop on “The Bauxite and Aluminium importance for Sustainable Development” in the Angolan International Mining Fair. ASX-listed Cape Alumina has signed a binding term sheet to raise between A$3.5-million and A$5-million through the issue of a convertible note with its largest shareholder Resources Capital Fund. The convertible note would allow Cape Alumina to draw down on its facility to ensure the timely funding to further advance its Bauxite Hills project, in Queensland, as well as other corporate activities. Aluminum Corp of China (Chinalco), the country's top aluminium producer,hopes to develop bauxite mines in Guinea, the world's top exporter of the raw material. Luo Jianchuan, a senior official at Chinalco and president of Chinalco's listed unit, Aluminum Corp of China Ltd (Chalco) discussed the matter with Guinean President Alpha Conde during his visit to Shanghai last Saturday, a report on Chinalco's website said. Luo also said Chinalco was interested in developing the aluminium industry in the west African country. JAMAICA'S bauxite & alumina industry may be making a comeback soon as the Kirkvine mining plant in Manchester could reopen next month. Minister of Energy and Mining Clive Mullings last Friday disclosed that the Cabinet was scheduled to consider a proposal yesterday that could lead to the Kirkvine plant's reopening. "We expect and hope that the plant will be reopened in the month of October," Mullings said at a press conference at his ministry. However, he cautioned that there was volatility in the bauxite sector and in the Eurozone itself that could affect the timetable for the plant's reopening.
Mines Ministry has formed an expert group to review royalty rates for all major minerals other than coal, lignite and sand, due for revision next year. The 17-member study group, which will submit its report in six months, will not only take into account the present Act governing royalty, but also the new mines bill which is likely to be tabled in the next session of Parliament. "We are very happy to constitute this group, whose approach will be innovative. It will not only review the royalty rates based on existing Act but will also recommend royalty as per the new mines Bill and the mechanism for its computation," Mines Secretary S Vijay Kumar told PTI. An All Indian Online System for end-to-end accounting for mineral transaction has been proposed by the Government to prevent and detect illegal mining in states across India. Under the online system, registration of miners, traders and exporters of major minerals like bauxite will be a must. The Vietnam Ministry of Transport will invest VND3.9 trillion (US$187.5 million) to upgrade 227km of National Road 20, said Truong Huu Hiep, director of Central Highlands LamDong Province's Transport Department. He said the upgrade would facilitate the transport of bauxite. National Road 20 connects southern Dong Nai Province to Lam Dong Province. Work on the upgrade will start early next year and be completed in 2014.
