
I. Policy review: Hydrogen Policy developments

(A) Domestic policies
General office of the people’s government of inner mongolia: “Notice on Issuing the Outline of the Plan for Comprehensively Promoting the Construction of a Beautiful Inner Mongolia and Strengthening the Important Ecological Security Barrier in Northern China (2025–2035)."
The document indicates that efforts will be made to promote the high-end, diversified, and low-carbon development of the modern coal chemical industry, to build the Ordos Modern Coal Chemical Industry Demonstration Zone and the Coal-to-Oil and Gas Strategic Base with high quality, to explore coupling development models integrating modern coal chemicals with green hydrogen and carbon capture, utilization, and storage, to actively advance the R&D and industrial application of technologies such as coal-based special fuels and coal-based biodegradable materials, and to orderly promote the construction of modern coal chemical projects that are included in the national plan and those that extend or supplement the industry chain at the autonomous region level.
Inner mongolia energy bureau: “Implementation Plan for the Development and Construction of Green Electricity Direct Connection Projects in the Inner Mongolia Autonomous Region (Trial)." New hydrogen-based green fuel projects (e.g., green hydrogen, green hydrogen for green ammonia production, green hydrogen for green methanol production, green hydrogen for sustainable aviation fuel) may adopt a direct electricity connection. For grid-connected hydrogen-based green fuel projects using green electricity direct connection, the proportion of electricity fed into the grid to total power generation shall not exceed 40 per cent from 2025 to 2027, and shall not exceed 20 per cent from 2028 onward, i.e., the proportion of grid-fed electricity = grid-fed electricity per (grid-fed electricity + self-consumed electricity). For other green electricity direct connection projects, all new energy power generation must be self-consumed and reverse feeding into the public power grid is not allowed. All grid-fed electricity from hydrogen-based green fuel projects using green electricity direct connection shall participate in the electricity market trading.
(B) Overseas developments
International hydrogen energy summit: The 3rd Asia-Pacific Hydrogen Summit was held at the ICC in Sydney on November 20-21, attracting over 3,000 industry experts and focusing on the construction of regional hydrogen markets and industry chain coordination. The Deputy Prime Minister of Australia and energy ministers from multiple countries attended and announced several cooperation plans.
International green fuel alliance established: On November 18, the International Green Fuel Alliance was established in Hong Kong by Huashang Energy Technology in collaboration with over 30 global institutions, aiming to address issues such as the lack of unified standards for green fuels in the shipping industry and insufficient supply-demand matching, covering areas including hydrogen energy, green ammonia, and sustainable aviation fuel.
II. Enterprise dynamics: project signings and technical cooperation
(A) Project intelligence
PipeChina: The feasibility study for the Chifeng-Jinzhou Hydrogen Pipeline Project, for which PipeChina has formed a dedicated project development team, has officially commenced. The pipeline starts in Chifeng City, Inner Mongolia Autonomous Region, and ends at Jinzhou Port in Jinzhou City, Liaoning Province, adopting a parallel laying scheme for hydrogen and methanol per liquid ammonia pipelines, with a single pipeline length of 290 kilometres.
Dalian Hi-Tech Zone Haichuang Property Management Co., Ltd.: A public tender announcement for the procurement of sanitation vehicles was released, with a maximum price limit of RMB 25.07 million and a purchase quantity of 13 hydrogen-powered sanitation vehicles.
China Hydrogen Union New Energy Investment Co., Ltd.: The company published a notice regarding the vehicle procurement project for its hydrogen vehicle operation platform. The winning bidder is Youcheng New Energy Vehicles (Guangdong) Co., Ltd., which will procure 200 light-duty fuel cell refrigerated trucks at a unit price of RMB 538,000.
Sinopec Machinery Company: Two 22MPa separator compressors, designed and developed independently by the company, were successfully delivered to Henan. It is understood that this equipment will be used in China's first salt cavern hydrogen storage demonstration project with a capacity of one million cubic meters.
PetroChina Xinjiang Sales Co., Ltd.: The Baijiantan Comprehensive Energy Station, a subsidiary of PetroChina Xinjiang Sales Co., Ltd. in Karamay, officially launched its hydrogen refuelling project.
Horizon Fuel Cell Technologies: At the 30th United Nations Climate Change Conference (COP30), the company signed two strategic cooperation memorandums of understanding (MOUs) with JAQ (JÁQAPOIOMARITIMOLtd.), a subsidiary of Nautica Group, a leading Brazilian maritime ecology company, and the National Service for Industrial Apprenticeship (SENAI) in Brazil.

Mitsubishi Fuso Truck and Bus Corporation: Launched the world's first liquid hydrogen heavy truck equipped with a 260kW large power fuel cell system.
Air Liquide: The first batch of hydrogen-powered heavy trucks has been put into use in the Netherlands for logistics transportation.
New Wing Technology: In collaboration with Hunan Mingyi Innovation Technology, Times New Materials, and Guochuang Rail Transit, the company successfully completed the first test flight of a cathode-sealed, air-cooled hydrogen fuel-powered drone in the rain.
XTC New Energy Materials (Xiamen) Co., Ltd.: The company plans to construct an annual production capacity of 5,000 tons of hydrogen energy materials and 7,000 tons of functional materials through its wholly-owned subsidiary XTC Hydrogen Energy. The total estimated investment for the project is RMB 236.88 million (the final investment amount will be based on actual investment), with funding sources being self-owned capital and loans.
CORUN: The 200MW per 800MWh hybrid standalone ESS power station project led by CORUN in Zhuozhou, Hebei, has officially commenced construction. The project adopts a “LFP + NiMH" hybrid ESS technology, and upon completion, it will significantly enhance the peak shaving and frequency regulation capabilities of the Beijing-Tianjin-Hebei power grid.
Hopegas: The 2025 Newdu-Kiupu Hydrogen Industry Supply-Demand Matching Special Event, co-hosted by the Economic and Information Bureau of Xindu District, Chengdu, and the Economic and Information Commission of Jiulongpo District, Chongqing, was successfully held at the Hopegas International Hydrogen Energy Park in Xindu District. The event brought together representatives from the government, universities, enterprises, and industry associations in Sichuan and Chongqing.
III. Technological progress: Breakthroughs in efficiency and cost
(I) Hydrogen production, storage, and transportation
CIMC ENRIC: The 38.7 m³ Type II tube trailer container project, developed by its subsidiary Shijiazhuang ENRIC Gas Machinery Co., Ltd., has successfully rolled off the production line.
Chinese academy of sciences: A new technology for shotcreting ultra-high performance concrete (SUHPC), jointly developed by China Communications Construction Company Second Navigation Engineering Bureau Co., Ltd. and the Wuhan Institute of Rock and Soil Mechanics of the Chinese Academy of Sciences, has been successfully applied in the initial tunnel support project of China’s first rock cavern hydrogen storage facility—the Daye Rock Cavern Hydrogen Energy Storage System in Hubei.
Foshan Xianhu Laboratory: The industry’s first "zero-carbon ammonia-fueled aluminium billet heating furnace" for aluminium extrusion production was launched at Foshan Xianhu Laboratory. This equipment enables zero-carbon operation in the aluminium processing heating stage, marking a significant step forward in the green transformation of China’s aluminium processing industry.
Shougang Group Co., Ltd.:It has successfully developed a full series of hydrogen pipeline steels (B per X42 per X52 per X60 per X65MH), overcoming six key technical challenges such as hydrogen embrittlement damage and low-temperature toughness, and has established a relatively complete product matrix for hydrogen transmission pipeline steels.
Bao Shishun (Qinhuangdao) Steel Pipe Co., Ltd.:It has successfully trial-produced multiple specifications of "longitudinal submerged arc welded pipes" (D610x12.7 per 14.3 mm, material per X60MH) for pure hydrogen transportation.
SPIC Central Research Institute: The hydrogen storage and transportation team at the Advanced Low-Carbon Research Institute has developed large-diameter (DN150), high-pressure (10 MPa) non-metallic flexible hydrogen pipelines, which have achieved safe and stable operation for 30 days on a test platform.
(II) Fuel cell technology per product updates
Xi’an University of Architecture and Technology: By carefully designing the structure in a titanium dioxide electrolyte and leveraging the synergy between polystyrene sphere templates and lithium-based electrodes, the team successfully induced an "online in-situ structural transformation" inside the battery, ultimately forming a stable lithium-titanium-oxygen-carbon heterostructure.
Hyzon Motors: It launched a 3 MW fuel cell power generation system that can be applied in backup power scenarios for data centres.
CIMC ENRIC: Its subsidiary Jingmen Hongtu Company’s first marine methanol supply skid successfully passed certification by the China Classification Society and obtained a CCS product certificate.
Hydrogen Green Power New Energy (Wuhan) Co., Ltd. mini landscaping sprinkler truck, equipped with a 2.0T hydrogen internal combustion engine power system and a built-in miniature PEM hydrogen production device.
Liaoning General Aviation Research Institute: China's first four-seat electric hybrid aircraft, the RX4M, independently developed by the team of Academician Yang Fengtian at the Liaoning General Aviation Research Institute of Shenyang Aerospace University, successfully completed its maiden flight at Shenyang Faku Caihu Airport, contributing to the "China Solution" to the global development of electric aircraft.
Dongfang Hydrogen Energy: Obtained a patent for a system that increases the humidity of incoming air in fuel cell technology.
