

Following the announcement of Martin Hyde’s 12-month secondment to DEFRA, Alupro has appointed packaging policy, engagement and government relations expert Phil Fenton as public affairs manager for the remainder of 2026.

Joining the business from the Confederation of Paper Industries, where he oversaw the development and implementation of the organisation’s public affairs strategy for packaging, Fenton brings extensive experience across multiple packaging materials. He has held senior roles, including head of packaging at British Glass, and has worked across numerous advocacy and policy development initiatives, including within parliament.

In his new position at Alupro, Fenton will work closely with executive director Tom Giddings to support members in understanding and influencing key policy issues. From creating a PRN system that supports aluminium packaging recycling, to delivering a world-leading deposit return scheme (DRS) that really works, Fenton will play an important advisory role.
Commenting on his appointment, Fenton said: “I’m really looking forward to joining Alupro at such a pivotal time for the UK’s packaging supply chain. Alongside the roll-out of Simpler Recycling legislation and the next phase of extended producer responsibility (EPR), 2026 will see major decisions made regarding the implementation of a national DRS and long-awaited PRN reform.
“As part of my role, I’ll be working with members and partners to provide consultancy into the complexities and opportunities presented by widespread legislative change. Alupro is a hugely respected organisation with a diverse membership base and significant policy influence – it’s the perfect opportunity to apply my knowledge and experience.”
Tom Giddings, executive director of Alupro, added: “With Martin temporarily taking up the role of DRS Industry Liaison at DEFRA, we wanted to bring in an experienced operator to take up the reins and accelerate our ambitious plans in 2026. Having worked in a variety of policy roles for more than a decade, we’re confident that Phil will hit the ground running.
