UJVN invites bids for 60 MW battery storage project in Uttarakhand

Uttarakhand’s state-owned power producer UJVN Ltd. has opened the bidding process for a major battery energy storage initiative, inviting private developers to build and operate large-scale storage facilities across the state.

The invitation, issued by the Office of the Executive Engineer (Solar), Dehradun, covers the development of a 60 MW / 150 MWh stand-alone Battery Energy Storage System. The project is structured on a Build–Own–Operate–Transfer (BOOT) basis and is intended to improve the reliability of electricity supply in multiple regions of Uttarakhand.

Financial support for the project will come through Viability Gap Funding under the Power System Development Fund, reflecting the state’s effort to encourage early deployment of grid-scale storage. Rather than a single site, UJVN has split the project into three separate packages, each planned near an existing hydroelectric station to improve local grid balancing.

The largest of the three packages involves a 30 MW / 75 MWh battery installation proposed near the Dhakrani Hydroelectric Project in Dehradun district. This package has an estimated tender value of INR 1,709.8 million (USD 18.89million), and bidders will be required to furnish an earnest money deposit of INR 15 million (USD 165,570).

The remaining capacity has been divided equally between two other locations. One package proposes a 15 MW / 37.5 MWh system near the Tiloth Hydroelectric Project in Uttarkashi district, while the other envisages a similar-sized installation close to the Khatima Hydroelectric Project in Udham Singh Nagar district. Each of these two packages carries a tender value of INR 854.5 million ( USD 9.43 million), with an EMD requirement of INR 7.5 million (USD 82,788).

Leveraging a tariff-based competitive bidding process, UJVN is conducting the selection. The bids are to be submitted online under a request for proposal format. The tender documents are open for access by interested companies through the state government’s e-procurement portal.

The online bid submissions will be accepted until 4:00 pm on February 25, 2026, as per the notice schedule.

The tender announcement describes the entire project framework, locations and important dates. However, specific technical details, clarifications and revisions, if applicable, will be issued separately through official addenda, as announced by UJVN. However, bidders are advised to keep track of updates posted on the UJVN Ltd. website as well as the state e-procurement platform.
