
On December 25, the foundation stone for Afghanistan’s first aluminium can manufacturing facility was laid in the western province of Herat. It highlighted the government’s encouragement of private-sector development and reduced dependence on imports in key consumer goods sectors, promoting self-sufficiency.

Taliban authorities inaugurated the USD 120 million project in Herat, regarding it as the country’s first such plant. The foundation stone of the “Pamir” aluminium can production company was laid by Mullah Abdul Ghani Baradar, Deputy Prime Minister for Economic Affairs. Previously, the Pakistan Aluminium Beverage Cans Limited (PABC) shared a plan to set up a facility in Afghanistan.
The plant will be constructed on 16 Iranian jeribs of land, within Herat’s industrial parks, about 640 kilometres from Kabul. Herat, an important commercial centre near the Iranian border, is a potential hub for industrial and infrastructure initiatives promoted by the regional authorities to revive manufacturing activity and employment. Once activated, the factory is expected to generate around 1,700 jobs, supporting the local economy and strengthening domestic manufacturing capacity.
Taliban officials have mentioned the venture to be entirely funded through private investment and is intended to reduce Afghanistan’s reliance on imported aluminium packaging. They have sought to improve the domestic and foreign investment scenarios since coming back to power in 2021.
