The public hearing session conducted by Hindalco Industries Limited for the expansion of the aluminium smelter and captive power plant owned by its subsidiary, Aditya Aluminium, in Lapanga, Sambalpur district, Odisha, received unanimous approval from the Panchayat Raj and resident villagers. It was held under the guidelines of the Environmental Impact Assessment (EIA) Notification, 2006, and aimed at securing an environmental clearance.

The proposed expansion aims to increase production capacity in the smelter and power units. Aluminium output is expected to rise from 6.8 lakh tonnes per annum (LTPA) to 9.0 LTPA, while the captive power plant capacity would surge from 1,230 MW to 1,530 MW. Company officials clarified that the project is entirely brownfield in nature, to be carried out within the existing plant premises. Utilising already available company-owned land, it would not result in land acquisition, displacement or rehabilitation.
The session was attended by district officials like Sudhansu Kumar Bhoi, Sambalpur ADM, SN Nanda, Regional Officer of Odisha State Pollution Control Board (OSPCB), sub-collector Pushpanjali Panda, PRI representatives, and company officials. Local and surrounding village residents, such as those from Lapanga, Bomaloi, Dharopani, Derba, Khadiapali, and Tileimal also attended the meeting and expressed their consent for the proposal.

The unanimous support was driven by the scope of the expansion, which would generate employment and boost the local economy. Leading the unit at Lapanga, Jagannath Prasad Nayak, noted that commissioning the project would generate about 1,169 additional jobs, whereby locals would receive hiring preference. Locals from other villages too supported the proposal, anticipating the expansion would usher in domestic industrial growth.
Alongside the expansion proposal, the company also highlighted its continued contribution to regional development through various CSR initiatives. At present, nearly 1.42 lakh people across 63 villages are benefiting from these programmes, which are centred on key areas such as education, healthcare, women’s empowerment and sustainable livelihood generation.
Women from Dharopani village under the Bomaloi Gram Panchayat appreciated Hindalco’s efforts in creating livelihood opportunities for local women and girls, including those without formal education.
