City Council's agenda includes resolution to support Southern Aluminum expansion
A resolution to assist the expansion of a local industry will come before the Magnolia City Council today.

The resolution will support an application by Southern Aluminum for participation in the State of Arkansas’ “Tax Back” program. The program provides sales and use tax refunds on the purchase of building materials and taxable machinery and equipment to qualified businesses investing at least $100,000 and have either a job creation agreement under the Advantage Arkansas or Create Rebate programs within 24 months of signing the Tax Back agreement, or have met the requirements of an Advantage Arkansas or Create Rebate agreement within the previous 48 months.

Southern Aluminum must first obtain endorsing resolutions from local governing authorities authorizing the refund of its local taxes.

Southern Aluminum is a manufacture of aluminum tables and other products.

The council has a full agenda for its meeting at 5 p.m. in the Police-Fire Building.

The council will hear the third and final readings of two ordinances. The first restricts the ownership of vicious dogs by certain individuals. The second restricts the placement of garage sales.

Annual reports will be received from Cammie Hambrice, representing the Magnolia Economic Development Corporation and the Magnolia Advertising and Promotion Commission; David Smith, Magnolia Boys and Girls Club; and Margaret West, Magnolia Regional Medical Center.

Councilman Rodney Peterson will present an update from the council’s Building Committee.

The council will review the city’s 2012 audit by the state.

Mayor Parnell Vann said that the Arkansas Municipal League has recommended that cities formally adopt their personnel policies on a year-to-year basis. A resolution to that effect is on the agenda.

A resolution will be considered to make Magnolia parks smoking-free zones.

Vann will seek council permission to apply for a General Improvement Fund grant. He wants about $150,000 in state funds to replace the roof at Magnolia City Hall and to install new heating and air conditioning units.

David Nelson, chairman of Vote for Growth in Columbia County, will also speak to the council. Vote for Growth is the organization that is gathering signatures to place the issue of alcohol sales on the November ballot.
