Russian aluminium producer Rusal has reached an agreement with Ghana's state-owned Ghana Integrated Aluminum Development Corporation (GIADEC) to jointly develop bauxite mining and alumina refining projects, marking a significant step towards expanding the country's domestic aluminium value chain. Under the agreement, the projects will be implemented through two joint ventures in which Rusal will hold majority stakes. Bauxite company Bosai Minerals Group (Guyana) and workers union NAACIE have agreed on a new Collective Labour Agreement (CLA) which will see employees receiving a 7 percent across-the-board wages and salaries increase and other benefits. A joint statement from the two entities on Friday noted that the Wages and Salaries Agreement will be effective from April 1, 2011 to March 31, 2012 while the CLA will be effective for four years beginning April 1, 2011.
Underperformance in the bauxite sector, which saw shipments drop by 42 percent, translating into a 41 percent fall in revenues, clouded an otherwise rosy outlook. The chamber linked this to "serious challenges" the Ghana Bauxite Company faced in transporting ore from its mine site to the port, some 240 km away. Guyana's economy has achieved real economic growth of 5.9 percent in the first half of 2011. Production of bauxite reached a total of 815,505 tonnes at the half year, an increase of 38.6 percent compared to the same period in 2010. The composition of the industry’s output, a higher proportion of lower grade to higher grade product, converts into a sub-sector growth of 13.8 percent. With this production mix expected to continue during the second half, the expected growth rate for value added in the bauxite industry is now projected at 13.4 percent.

The Indian Bureau of Mines (IBM), which promotes scientific and systematic development of mineral resources and its rational use, has cracked the whip against large-scale illegal mining in Raigad district in Western Maharashtra and Nagpur region. The action pertains to violations of provisions of Mineral Conservation & Development Rules (MCDR) 1988, under which the lease holders did not carry out mining operations in accordance with the approved mining plan. The biggest mining scam has been exposed in Raigad district in Western Maharashtra where Meghare Bauxite Mines of Manohar Daryanani in Shrivardhan taluka alone caused a loss of over Rs 25 crore to the state exchequer by mining over 93,000 metric tonnes (mt) of bauxite illegally.
Guinea's draft mining code, in which the government plans to more than double its stake in mining projects, has been sent to the country's transitional law-making body for debate and adoption, a member of the council said on Wednesday. "The mining code is currently confidential. We have the next 10 days to debate it," council member Amadou Camara said. A copy of the draft code seen by Reuters in April said the West African country, the world's top bauxite exporter, would take a free 15 percent stake in mining projects. It also would give the state the option of purchasing an additional 20 percent -- bringing the total potential state share to 35 percent in mining projects.
The Transport Ministry's Directorate for Roads in Viet Nam has submitted a plan to the Government that would upgrade the bauxite transport route at an estimated cost of about VND1.6 trillion (US$76.9 million). Saint-Gobain Corp. already makes the material at a plant in Fort Smith but needs a new factory so it can fill expanding orders, company officials said. The particles, known as proppants, are about the size of a grain of sand and are used to prop open fractures in rock during oil and natural gas extraction, a process known as fracking. Guinea is in advanced talks with state-owned China Power Investment to develop a bauxite mine,deep water port and a power plant in the West African state, Guinean government sources said. One source, who asked not to be named, said the project, which is in Boffa, some 120 km (75 miles) west of the capital, Conakry,could begin as soon as 2012, would cost $5.8 billion. Several residents, including Regional Councillor Judith Rogers, were present at the AFC’s weekly news conference on Wednesday in Georgetown. “The matter was raised at the regional level but it seems like the regional chairman is putting a deaf ear to this matter and not looking at the interest of the people of Linden,” Rogers stated. The councillor called on the Environmental Protection Agency (EPA) to intervene “urgently.” Several protests have been mounted over the years about the dust pollution in Linden.
