Russian aluminium producer Rusal has reached an agreement with Ghana's state-owned Ghana Integrated Aluminum Development Corporation (GIADEC) to jointly develop bauxite mining and alumina refining projects, marking a significant step towards expanding the country's domestic aluminium value chain. Under the agreement, the projects will be implemented through two joint ventures in which Rusal will hold majority stakes. The Supreme Court on Tuesday posted for January 2012 final hearing on an application and related petitions from the Orissa Mining Corporation challenging a July 11 order withdrawing environmental clearance for a bauxite project. A Bench of justices R.V. Raveendran and A.K. Patnaik posted the matter for final hearing after taking into consideration the submissions of senior counsel K.K. Venugopal, appearing for the OMC, that the petitions be adjudicated expeditiously as the company was withholding the amount to be invested for the development of tribal areas in view of the uncertainty regarding the project.
The Supreme Court today refused to accord an early hearing to Orissa government's plea challenging the Centre's decision to withdraw environmental clearance given to Vedanta group firm Sterlite for its bauxite mining project in Niyamgiri Hills. China Power Investment Corp. will spend $6 billion to develop bauxite refineries at Boffa in Guinea, according to a statement from the president's office. The Beijing-based energy company will also build a port to remove ore from the area, President Alpha Conde's office said in the statement, citing China Power Vice President Yu Dehui. With Orissa Mining Corporation Limited (OMCL) claiming that the rejection of forest clearance to its bauxite mining project at Niyamgiri hills is aimed as a rebuff to the Supreme Court’s green signal for the billion-dollar venture, the Ministry of Environment and Forests met the charge head-on. In a detailed affidavit filed in the Supreme Court, the Ministry of Environment and Forests (MoEF) says it is only doing its job. But the ministry’s affidavit is firm: “MoEF is bound to apply its own mind and grant independent clearance to the project.” It says the rejection of stage-II forest clearance to the bauxite mining project was in “accordance with law” and certainly within its own executive powers.

MINING giant Rio Tinto Alcan is assessing sites for a recruitment and training centre in Cairns for its $1 billion-plus Weipa bauxite expansion project. The WTO ruled that China’s export controls on a number of rare earths such as bauxite, coke and magnesium broke international trade laws. The complaint had been filed by the US, the European Union and Mexico in 2009. The ruling was seen as a sign that lawsuits could be filed against China over its rare earth export restrictions.

The Orissa State Information Commission wants more transparency in mining sector in the state, in view of allegations of rampant irregularities and corruption. The commission has directed the government to display all relevant information on mining on the departmental website after it received several complaints, state Information Commissioner Jagadananada told IANS Thursday. "Extractive industries have a huge potential to provide extra resources for the development of the state. Therefore, transparency in the mining industries is likely to curb malpractices if any and bring the entire sector under public scrutiny," he said. Challenging China’s rare earth monopoly, US and Mexico have filed a lawsuit to the WTO accusing China of protectionism in their rare earth policy, reported Business Daily, quoting Gan Yong, assistant dean at the Chinese Academy of Engineering and chairman of the Chinese Society of Rare Earths. On July 5 the WTO ruled that China’s export controls on a number of rare earths such as bauxite, coke and magnesium broke international trade laws. Alcoa Inc., the largest U.S. aluminum producer, said it started construction on the site of an alumina refinery in Saudi Arabia. Ceremonies were held today to mark the official groundbreaking at the refinery and the pouring of the first concrete at the aluminum rolling mill, Alcoa said in a statement. The $10.8 billion project at Ras Al Khair on the country's east coast is a joint venture with the Saudi Arabian Mining Co., known as Ma'aden. The complex will mine bauxite and refine the ore into alumina, which will be processed at a 740,000 metric- ton-a-year smelter.
