SCO TEMP carries out trial run of aluminium recycling project in China and Pakistan

The Trade and Economic Multifunctional Platform for SCO Countries (SCO TEMP) aluminium working committee have initiated a trial operation for a recycled aluminium project in Southwest China's Chongqing and Pakistan. Committee members have established an entity within the Chongqing Lianglu-Guoyuan Port Comprehensive Bonded Zone (CBZ) and found an overseas industrial park in Pakistan.

This industrial park is responsible for processing raw materials acquired from the global market, with the option to sell the processed materials internationally or import them back to the CBZ. Using local manufacturing expertise, the Chongqing entity refines imported materials into high-value-added products destined for global markets.

SCO TEMP, a non-profit trading platform co-founded by the SCO Business Council and Chongqing Liangjiang New Area, serves as an international exchange hub. It provides supply chain integration services for SCO countries and facilitates collaborative projects in trading, education, agriculture, and sci-tech innovation.

The committee's investment in Pakistan builds upon the robust framework established by the China-Pakistan Economic Corridor (CPEC), complemented by the local industrial base, favourable policies, port and logistics services, and cost advantages, as outlined by Hu Kaiqiang, Director General of SCO TEMP. Hu highlighted that the project, boasting an estimated investment value of RMB 5.5 billion (USD 767.8 million), is poised to introduce an advanced manufacturing system, generate employment opportunities, contribute to tax revenue, and enhance international trade for Pakistan.

In addition to the aluminium project, the committee, focusing on replicating this collaboration model, aims to develop the Comprehensive Bonded Zone (CBZ) into a global trading centre for recycled metals. Chongqing's strategic advantages, including its geographical location and industrial foundation, make it a key player in fostering cooperation among SCO countries, as emphasized by Hu.

Situated at the Belt and Road intersection and the Yangtze River Economic Belt, Chongqing boasts an international logistics network encompassing railway, airway, waterway, and highway. The China Railway Express to Europe (Chongqing-Xinjiang-Europe) connects SCO countries, facilitating cargo delivery with an estimated value nearing RMB 60 billion.

Chongqing has historically played a crucial role as one of China's primary manufacturing centres, establishing itself as a prominent smart manufacturing base in the Western region. Its manufacturing capabilities are further strengthened through alignment with national strategies such as the Chengdu-Chongqing Economic Circle and the local municipal blueprint for advancing a modern industrial system.
