
According to the latest InfraCircle update, India's ministry of mines is likely to announce its decision in favour of imposing minimum import price (MIP) on aluminium. The state-run engineering consultancy firm Mecon recently submitted a report to the ministry recommending imposition of MIP on primary aluminium to guard the domestic producers of the metal agianst cheap imports from China and the Middle East. The firm is readying to submit a second report stating facts from the downstream industry's point of view.
“We had detailed discussions over the first report of Mecon during the past few days. It has been decided that the ministry of mines may suggest MIP on primary aluminium products and we are soon going to write accordingly to the ministries of finance and commerce to take appropriate action,” said a senior government official.
A second official who confirmed the move said, “The ministry may seek imposition of MIP on aluminium. Also, Mecon is going to submit the second report by next week which will be discussed and conveyed to the finance and commerce ministries."
The Aluminium Association of India, which hired Mecon to prepare a report on the matter, had earlier sought an MIP of 15% of LME aluminium prices on the metal's imports. Experts, however, are divided in opinion as far as imposing the duty protection is concerned.
“MIP on aluminium could be brought in as we have seen the metal consumption falling in China. Also, an additional capacity of 4.5 million tonne (MT) is likely to come up in China and it would like to dump that in nearby countries,” said Mahavir Jain, associate director at India Ratings and Research Pvt. Ltd.
India ministry of commerce and industry had earlier said imposing MIP on aluminium would not comply with the WTO norms and tarnish the country's image globally. After the Mecon report, they are likely to reconsider their decision.

Government of India increased import tax on aluminium by 2 percentage points to 7.5% in the Union budget 2016. However, domestic aluminium producers including Nalco, Hindalco Industries, and Vedanta Ltd, are of the opinion that the hike was far offset by doubling of green cess on coal.
Imports of primary aluminium has also increased around 30% during January-August 2016 compared with the corresponding period last year, showed industry reports.
