Jamaica’s government expects to sell its stake in the Clarendon alumina refinery, controlled by Alcoa Inc. (AA), for as much as $400 million by the end of the year, Finance Minister Audley Shaw said. The sale of the 45 percent holding is part of a program to cut costs and reduce the fiscal deficit, Shaw said in an interview at Bloomberg headquarters in New York today. The Cabinet is considering two bids, he said, without giving details. Jamaica’s government has lost money on the stake because of a fixed-price agreement signed by the previous administration, Shaw said. “We need to get rid of it,” he said. “The decision is imminent.”
The Asia Pacific alumina market dropped $3 day-on-day Friday to $366/mt FOB Australia, dragged by a week of continuous losses in LME aluminium to record lows for 2011. Platts Australian alumina price benchmark was down $3/mt compared with a week earlier, also slipping $1/mt in the last month. On Friday a producer reported the sale of a mid-November 25,000 mt shipment at $366/mt FOB Western Australia with 30 days credit. Refiners and smelters sources said it was too early for alumina prices to react, and expected more obvious impact next week.
THE world's largest aluminium producer has warned that soaring coal, gas and electricity prices are seriously undermining the competitiveness of operations in Queensland's booming Gladstone region and that the carbon tax will aggravate the situation. Russian aluminium giant Rusal, which has a 20 per cent stake in the Queensland Alumina refinery based in Gladstone, has also warned that labour costs are escalating because of the boom in the liquefied natural gas industry in the region. The federal mandatory renewable electricity target has driven up electricity prices, as has investor reluctance to invest in new baseload power stations because of the threat of the carbon tax, the company says.

The value of commodities exports from Australia will climb 21% in the coming financial year to A$214.76 billion as increased production meets higher prices despite fears for the global economic outlook, the country's Bureau of Resource and Energy Economics, or BREE, reported Tuesday. Export volumes of alumina will climb 3.7% to 16.8 million tons, BREE said. The value of alumina will climb 22% to A$6.26 billion, the bureau said.

The ministry of environment and forests has cleared Vedanta Aluminium’s project in Lanjigarh, Orissa. The expansion of Anil Agarwal-led Vedanta Aluminium's four million tonne Lanjigarh refinery plant in Kalahandi had been put on hold by the Union Environment Ministry on October 21, 2010. In July this year, the Cuttack Bench of the Orissa High Court had also affirmed the decison of the ministry. Norwegian aluminium producer Norsk Hydro would sell its 35% stake in a Jamaican alumina refinery partnership Alpart to Russian peer UC Rusal for NOK 250 million. Hydro said UC Rusal, the world top aluminium producer will own all the shares in Alpart when the transaction is completed in October. Operations in the Alpart bauxite mines and the alumina refinery in Jamaica with a production capacity of around 1.65 million tonnes alumina per year have been curtailed since 2009 due to overcapacity in the alumina market.

Rusal said Friday it has agreed to buy a 35% stake in Alumina Partners of Jamaica, or Alpart, from Norsk Hydro ASA thus securing 100% control of the alumina producer. Rusal said it paid $46 million for the stake. Rusal acquired a 65% stake in Alpart in 2007 following the merger of the company's assets with the alumina assets of Swiss-based Glencore International PLC. Operations were temporarily idled at Alpart in 2009 due to "a difficult situation in the industry", Rusal said. Vedanta has suffered another setback in its fight-back to expand the aluminium refinery in Orissa after the Union environment ministry had struck down its environment clearance for violations. The Cuttack bench of the Orissa High Court backed the environment ministry and ordered that Vedanta would have to apply afresh for a clearance for expansion if it wants to. The court in its order said that the ministry was "justified in withdrawing the term of reference and in cancelling the public hearing proceeding held in respect of proposed expansion". Hungary's MAL will appeal a HUF 135 billion fine for environmental damages resulting from a burst sludge reservoir at its alumina plant in Ajka (NW Hungary), the company told MTI on Thursday. MAL will dispute the legal basis of the fine as well as its scale in the appeal, MAL lawyer György Ruttner told MTI.
