North China Aluminium's Prevention & Rescue HQ aids flood-affected Hebei province

China’s Beijing, Tianjin and the Hebei region has endured significant rains since July 29 due to typhoon "Dusuri." In this respect, the Prevention and Rescue Headquarters of Minmetals Nonferrous North China Aluminium Co., Ltd. (hereafter referred to as North China Aluminium) reacted fast, "a game of chess", to establish a safety barrier. To ensure the safety of the project construction during the early stages of heavy rain, cadres and employees added generator sets and multiple drainage pumps in the rain, dug through the reservoir's cofferdam, and dug two gaps in the wall, which resolved the rainwater backfilling time and time again.

The danger of waterlogging in Zhuozhou City, Hebei Province, has increased due to causes like exceptionally heavy rains and flooding of upstream rivers, and the flood management situation is quite alarming. Simultaneously, in response to the quick increase in water level caused by the upstream river's flood discharge, the flood control crew immediately filled over 3,000 bags of flood control sandbags, constructed a flood control line, and rigorously guarded against the flood. All flood control and fighting staff executed their responsibilities and worked day and night to protect the company's safety throughout the storm.

The regular flow of rainwater from the storage tank is the reason behind flood management in North China Aluminum's new material plant region. As a result, flood control workers from the Ministry of Equipment and Energy worked overnight, entering the 8.5-meter-deep reservoir to remove and clean the pump and fishing out the sundries in the pool. Following the one-time return installation, the water pump resumes regular operation, ensuring the reservoir's smooth drainage.

North China Aluminium Yinfa Company examines and cleans the plant area's flood discharge pool. Large forklifts were used to dig trenches and divert water during the flood control period. Special personnel were sent to guard the work site, completing a diversion ditch about 100 metres long, 1 metre wide, and 0.8 metres deep, properly expanding the capacity of the flood discharge pool, which has played a positive role in the drainage and flood discharge of the Hualv New Material Factory.

The threat became more serious when the reservoir's water level in North China Aluminum's new material manufacturing area reached the highest limit, and the collected water rushed over the industrial road. Rainwater backflow posed a threat to the manufacturing area. The situation was critical, so the General Affairs Department quickly communicated and coordinated with the local municipal government to obtain assistance and collaborated with the 22nd Metallurgy to mobilise large-scale excavating machines overnight to begin operations, decisively opening up the cofferdam between the large and small reservoirs and the south and west walls, and achieving success. The stored water is drained away, removing the possibility of precipitation penetration.

Zhuoshen Company organised party members, cadres, and workers to temporarily halt production and rapidly fill sandbags at the North China Aluminium Factory's west entrance. The flood control commando is stationed in the plant. It strengthens on-duty inspections, trains staff for quick evacuation in the case of floods, organises employees to battle floods and assures safety during floods.

The manufacturing department dispatched a commando team of 6 party members and backbones to rush to the designated area to participate in flood control work, filling more than 320 sandbags, reinforcing and blocking more than 20 large and small doors, and installing 9 transformer ventilation holes.
