Russia’s aluminium market could face a new competitive dynamic after Sual Partners signed a production-sharing agreement with state-controlled hydropower group RusHydro, potentially giving Sual access to up to 150,000 tonnes of aluminium from the Boguchany smelter in Siberia. The arrangement could challenge Rusal’s near 20-year dominance of Russia’s primary aluminium market, allowing Sual to target both domestic and overseas customers with the metal.

The agreement, announced on October 15 during Russian Energy Week, provides for a production-sharing mechanism at the Boguchansky aluminium plant, which is co-owned by RusHydro. The arrangement could give Sual access to as much as a 50 per cent share of the smelter’s output, putting it in a position to compete directly with Rusal, its existing partner.

Sual deal could challenge Rusal’s market position

Rusal has been Russia’s sole producer and exporter of primary aluminium since a major merger established its dominant position in 2007. The proposed arrangement could introduce a new route for Sual to access primary aluminium production and sell the metal independently in domestic and international markets.

Sual is owned by billionaire Viktor Vekselberg, while Rusal was previously controlled by billionaire Oleg Deripaska. Although the companies have been partners, Sual’s planned market entry could create direct competition between them.

The agreement also covers the supply of raw materials required for the production-sharing mechanism, including alumina, anodes, aluminium fluoride and silicon. This broadens the arrangement beyond the allocation of finished metal, although the available reports provide limited detail on how the supply mechanism will operate.

Domestic aluminium pricing adds another dimension

The proposed entry comes amid scrutiny of how aluminium is priced in Russia’s domestic market. In July, Russia’s antimonopoly watchdog accused Rusal of selling aluminium to domestic customers at higher prices than those charged for exports and issued a warning.

Sual said the production-sharing agreement would help ensure transparency in aluminium prices. The arrangement could therefore have implications beyond access to supply, placing renewed attention on competition and pricing practices in the domestic market.

However, the available information does not establish that the agreement will reduce prices or that Sual has already begun selling aluminium under the new mechanism. Its impact will depend on how the production-sharing arrangement is implemented and how Sual approaches the market.

A broader aluminium partnership with RusHydro

The agreement also points to a wider industrial partnership between Sual and RusHydro, extending to aluminium production and deep processing. RusHydro, a state-controlled energy group, co-owns the Boguchany smelter and the hydropower assets supplying it.

Access to a share of the plant’s output could give Sual a stronger position in the primary aluminium market, while the associated raw-material supply arrangements are intended to support production under the new mechanism.

For Russia’s aluminium sector, the key question is whether the agreement translates into a meaningful change in market competition. With up to 150,000 tonnes potentially available to Sual, the deal creates the possibility of a new source of primary aluminium for domestic and overseas buyers, challenging a market structure that has remained largely unchanged for almost two decades.
