Victor Tan is the CEO of TOP International Holding. As CEO, he leads the company’s strategic direction and drives growth for the company. 

Founded in 2014, TOP has grown exponentially over the years. Under his leadership, TOP became Malaysia’s biggest bauxite exporter in 2015 and pioneered anchorage loading in the country. In 2017, TOP was the fastest-growing physical coal trader in Indonesia. 

As a testament to his unwavering commitment to excellence, TOP has earned industry accolades such as bagging The KPMG & The Business Times Enterprise 50 Award twice, Deloitte Best Managed Companies twice, and was identified by Enterprise Singapore to participate in Scale-Up SG, a programme that grooms local companies into future global champions. He is also a member and contributor at the Singapore Management University’s Business Families Institute (SMU BFI).

Victor himself was honoured as a two-time recipient of the highly-coveted ASME & Rotary Entrepreneur of the Year Award.  

Victor holds a master’s degree in International Business from Grenoble Ecole de Management – Grenoble Graduate School of Business and a Bachelor of Engineering specialising in Material Science from McMaster University, Canada. He also participated in an executive programme at the Wharton School in 2019. 

It was a privilege for the AL Circle Team to have the opportunity to interview Victor Tan, CEO of Top International Holding.

AL Circle: Can you share an overview of TOP International Holding’s operations in the bauxite mining sector?

Victor Tan: We are a mining and resources company with a global footprint and a deep-rooted commitment to sustainable practices, innovation, and creating lasting value for the communities and stakeholders we serve.

TOP was established in 2014 and headquartered in Singapore, with a presence in Guinea, Indonesia, Malaysia, and Mainland China. In 2016, we began operations in Guinea and were the first and only non-MNC mining operator in the country.

To date, our bauxite mining operations are concentrated in Guinea, and we have also developed a fully integrated supply chain in the country to support our mining operations. In 2022, we completed the construction of the Kimbo & Co. Port facility, which launched with an initial loading capacity of 7 million tonnes annually. Currently, we are in the process of scaling this capacity to an anticipated 15 million tonnes per year, ensuring enhanced efficiency and meeting the growing demand for our services.

AL Circle: Can you elaborate on the processing practices and quality control measures that ensure the mined bauxite meets the required grade specifications?

Victor Tan: We are committed to stringent quality control, tailored processing practices, and transparent communication to ensure our mined bauxite consistently meets the required grade specifications.

Our approach combines advanced planning, thorough data collection during the exploration phase, meticulous real-time monitoring, and adaptive adjustments throughout the production process while maintaining open communication with clients to align expectations and provide clear updates on output quality.

This is achieved by:

  • Establishing robust quality control systems: We have set up an on-site quality control department and team, supported by a comprehensive quality control framework, to oversee all aspects of production.
  • Classifying and blending ore blocks from exploration to production: Using exploration and production quality data, we categorise ore blocks into different quality grades. A proportional blending model is then applied to match customer requirements and ensure the final production meets their specifications. During the production process, we implement a quality tracking system, sampling and testing each truckload of ore to monitor daily production quality.

  • Adapting to quality variations in real-time: Based on daily quality fluctuations, we adjust the production ratio of different ore blocks promptly, ensuring that the output consistently meets customer standards.

This structured and thorough approach guarantees both precision and reliability in meeting our clients’ quality expectations.

AL Circle: What are some challenges TOP International Holding faces in the bauxite mining industry, from environmental regulations to logistical constraints?

Victor Tan: We view the challenges as opportunities to optimise our procedures, refine operations, and strengthen relationships with key stakeholders. These challenges push us to innovate and continuously improve.

For instance, mining as an industry has a contentious reputation. It is often viewed as environmentally invasive, raising concerns about land degradation, biodiversity loss, and community displacement. If exploration and extraction are done without social and environmental consciousness, this is indeed the case.

We take this responsibility very seriously, and when we entered Guinea, we immediately sought ways to conduct our operations in a safer, less disruptive, and more environmentally conscious manner. Thus, instead of utilising the traditional blasting method, we purchased Wirtgen surface miners. These top-of-the-line machinery eliminate blasting, reduce dust and noise, enable precise extraction, and greatly minimise CO2 production.

Logistical constraints are also an opportunity for us to support the industry and community in the vicinity of our mine sites.

For example, we have constructed over 100 kilometres of roads to connect our mining site in Guinea to Kimbo & Co. Port for greater efficiency and safety. This monumental task involved close collaboration with local authorities and communities. By understanding their needs and integrating support for essential infrastructure and services, we fostered mutual trust and laid the groundwork for enduring partnerships.

Such collaborative approaches not only address logistical challenges but also enable us to create shared value, enhancing both operational efficiency and local socioeconomic development. As a result, these efforts strengthened our understanding of the region and bolstered our relationships with stakeholders, ensuring sustainable progress in our mining activities.

AL Circle: In terms of technological advancements, what innovations are being employed to improve efficiency and reduce the environmental footprint of bauxite mining?

Victor Tan: While TOP operates across multiple points of the mining and resource trading supply chain, the core aspect is where we must minimise carbon output and pollution in mining operations. As such, our use of surface miners is essential, which eliminates the need for traditional blasting methods, thereby significantly reducing carbon emissions, noise pollution, and dust. Regular maintenance ensures these machines operate at peak efficiency, further minimising their environmental impact.

We also place a lot of emphasis on post-mining land rehabilitation, ensuring that at the close of a mining cycle, we leave each location fully rehabilitated and useful for the local community. To date, we have successfully rehabilitated over 1,050 hectares of land, planting economic crops like cashews, which provide a sustainable source of income for local farmers. This holistic approach aligns operational efficiency with environmental stewardship and community development.

AL Circle: How does TOP International Holding navigate the varying regulatory landscapes in its operating countries?

Victor Tan: We recognise that navigating diverse regulatory landscapes is essential for sustainable operations. Thus, we approach this with a commitment to compliance, proactive engagement, and adaptability.

We do this by:

  1. Building local expertise: Openness to acquire a meaningful understanding of each regulatory environment and the community's needs is non-negotiable. To achieve this, we actively engage local experts across key areas, including community development, government relations, legal frameworks, environmental management, and policy-making. By integrating these insights into our operational strategies, we ensure that our practices align not only with regulatory requirements but also with cultural and social expectations.
  2. Proactive engagement with stakeholders: Open and transparent communication with governments, regulatory authorities, and communities is central to our approach. We collaborate with local and international partners, including Singaporean institutions such as Enterprise Singapore and Singapore Cooperation Enterprise, to foster cross-border relationships, gain access to valuable networks, and gain a better understanding of the unique requirements of each region.
  3. Investments in training and upskilling: The ability to navigate potential regulatory hurdles hinges on the expertise and readiness of our people. Thus, we prioritise robust training programmes and active knowledge sharing across teams. These efforts ensure that our workforce remains well-informed about current regulatory requirements, anticipated policy changes, and emerging trends. By fostering a culture of continuous learning and adaptability, we position ourselves to proactively address challenges and maintain operational excellence.

AL Circle: What strategic goals has the company set for the next five years to strengthen its presence in the bauxite industry?

Victor Tan: Our future plans centre on calibrated expansion - both horizontally and vertically. We are continually assessing opportunities that synergise with or are adjacent to our industry. This includes strategic diversification, opportunities within the supply chain, and expansion into new territories. 

We are exploring new ventures and partnerships that align with our sustainability goals, as well as exploring opportunities for vertical expansion with innovative partners and technologies. This allows us to leverage our strengths while expanding our influence across the supply chain. This strategy will allow us to build greater resilience into our long-term growth plans and pursuit of environmental stewardship.

Finally, we are actively pursuing opportunities in new geographical markets, including South America, other parts of Africa, and Southeast Asia. These regions present significant potential for sustainable development, and we are committed to establishing a strong presence that aligns with our vision of creating positive impacts through responsible mining practices.
