India levies Anti-Dumping and Allied Duties on Chinese aluminium radiators

The Directorate General of Anti-Dumping and Allied Duties (DGAD) in India, a wing of the Commerce Ministry has released the final findings of the anti-dumping investigation on the dumping of aluminium radiators of various types to be used in the automotive sector.

The anti-dumping investigations covered a number of radiators used in automobiles including aluminium radiator sub-assemblies, aluminium radiator core, including in CKD or SKD conditions imported from China. The notification was released on March 20, 2017.

Accordingly, the directorate imposed an anti-dumping duty of $22.89 on all imports of aluminium radiators originating or exported from China PR. The notification further confirms that the landed value of imports will be determined by the Customs according to Customs Act, 1962 (52 of 1962) and includes all duties of customs except duties under sections 3, 3A, 8B, 9 and 9A.

The DGCIS report says that the imports from China are much more than the minimum level of dumping margin. The imported goods were also far below its associated normal value.  The report says that such huge amount of dumped export from China is harming the domestic industry.

It is to be noted that the application alleging anti-dumping of aluminium radiators from China was filed by a number of domestic producers like Banco Products (India) Ltd, Tata Toyo Radiator Ltd, Varun/Cougar Radiators Pvt. Ltd., Teksons Radiators Pvt. Ltd, Lloyd Electric & Engineering Ltd and M/s G.S. Radiators.

Banco Products Ltd accounts for nearly 69% of Indian production of aluminium radiators. Acting on the petition, the DGAD conducted an investigation for 15 months from April 2014 to March 2015 and released the results.

A non-injurious price has also been determined based on the production cost and cost of marketing and selling in India based on the information furnished by the domestic industry.

India’s trade deficit with China increased to $53 billion in FY16. During the April-Sept period of 2016-17, the deficit stood at $25.22 billion.
